What is a Juggalo and is it a bad thing?

the guy is a fan of the Insane Clown Posse & it's legion of face painted fans. From what I gather from the ICP videos, juggalos are obsessed with drinking, smoking weed, & contemplating the mysteries of magnets & how they work.
